HERE App Code/App ID usage was deprecated when the HERE geocoding platform was updated: February 2022 Platform Release Announcement 

Users who wish to use the HERE Geocoder now need to generate an API Key to use within FME. See this documentation to create your own account and project which allows you to generate your own API Key: Getting Started with HERE Geocoding API
