What do I need on a system to use FME's Reader/Write with Microsoft Access database format (accdb) if I can't install Microsoft Office suite?

Answer

Consider installing the correct bit version of the ACE provider from Microsoft.

There is some interesting tidbits found here on other related issues you might encounter.

For example you can only have the 32bit or 64bit version of the ACE provider on one environment. Both cannot exist.

You need to ensure you download the ACE provider that matches your version of FME (32bit or 64bit)
