Creating an FME ETL Tool in a New Toolbox in ArcGIS causes an error

Symptom

Using ArcMap or ArcCatalog with the FME Interoperability Extension enabled, the user creates a brand new toolbox in the Catalog Tree pane. If a new FME ETL Tool is created by right-clicking on this new toolbox in the Catalog Contents pane, instead of the Catalog Tree pane, the following error message appears when FME Workbench tries to start up after the Create Translation Workspace Wizard runs.

This error only occurs if the FME ETL Tool is created through the Catalog Contents pane. It does not happen if the FME ETL Tool is created for the new toolbox in the Catalog Tree pane.

Cause

New ETL Tools created in the Contents pane do not get initialized properly by ArcToolbox.

Resolution

The workaround:
After creating the new toolbox, click to open the toolbox in the Catalog Tree pane (not the Catalog Contents pane). This action seems to put the new toolbox into a fully initialized state, so that the creation of an ETL Tool will be successful.
